There should be no such duty. Why don't Governments have a duty of care over everyone, not just criminals?

Firstly, this is America and not the UK. In the UK I daresay such reconstructive surgery would have been available on the NHS. Secondly, in America the government is a lot less involved in the individual lives of law abiding citizens; it has it pluses as well as its minuses
