You're right. The current in a third rail system is often not enough to kill you quickly. I remember hearing about folk trying to commit suicide like that and it taking a long time to work. Now, touch an overhead catenary and that's a different matter. It's 25 thousand volts and although it's the current that kills you the higher the voltage the higher the potential current.
