What is even more disturbing is the history ... A prior conviction of 2 years left him free to go back to the family home where the child he had previously abused was still residing and pick up where he left off.
Frankly, I think this needs more then just locking him up and throwing away the key. This is certainly one instance where the authorities that be need to be looked at as well.
