Not as simple as that playme. Residents can dump rubbish for free at council tips but the problem is commercial waste. Where I work it costs £74 per tonne plus vat with minimum charge of half a tonne.
If I tell you that a tipper truck holds 19 tonnes of material when fully loaded, if you were to come and tip one at those prices it would cost you £1652.05!Now if you had the choice to fly tip for free or pay £1652.05, the fly tip option starts to look very tasty!
The cost to dispose of waste legally is very high as the government landfill tax is currently £32 per tonne. So landfills put some on top of that to make a profit and then transfer stations (which are smaller collecting points for refuse which is then transported to landfill) put some on top to make a profit. For some reason the government and lots of eco nobodies think that if you charge more to dispose of rubbish, then less rubbish will be generated.

The same amount gets generated but people find other ways to dispose of it...
