    Looks like they are considering a change to the way time is calculated, but only as far as whether we should still add "leap seconds" or not. No doubt the Daily Mail will describe this as an attack on GMT or some such scaremongering (when in actual fact the opposite would be nearer the truth). The BBC's article is much more scientifically worded, however.

    This would mean that, at some time in the distant future, and well after any of our lifetimes, true midnight (for example) would drift as much as an hour from midnight as shown on the clocks, and a whole hour would have to be added to the time to compensate.

    No, we use UTC which is based on GMT. Also, it's not based on any one location but on the 0 meridian, also known as the Greenwich Meridian. That is not going to change. It could be that the atomic clocks are in France, which is different matter.
