    All dogs in England must be microchipped by 2016, or else.

    Hopefully this will go some way to weeding out arsehole dog owners.

    If a bitch has 6 puppiz, who will be responsible for chipping them prior to selling, giving away, passing on in general?

    Could this mean people killing/dumping the puppiz rather than chipping them?

    A good idea and its about time! Dogs are animals after all and unpredictable as a result. Owners must be held responsible for the violent and fouling actions of their creatures.

    they need to make it a bit more hassle getting a dog

    like Mr M says, it might go some way to weeding out arsehole dog owners.
