I bought one of these recently for my grandson.
It is a piece of fabric that bristles when you stroke it so it appears to 'sit up'. The guy is holding it in his right hand and stroking it underneath with his finger on his left hand.
It's because the fabric is synthetic, that's all. And yes the eyes are stuck on. Fake fur fabric worksgreat, try making one.
