It is. It's blurred and slowed down to make it look like something else. probably the worst fake attempt I have ever seen.

It is a plane. They tend to have lights on their wings that flash.

planes are normally green and red like boats!
Does look like a plane though! Maybe some secret US spy plane taking photos of the brazil deciding where to bomb seen as Chicago didnt get the Olympics??
