Seriously though, it's some kind of a moth / butterfly. Yes, it does seem to have "arms" and "legs," but it is too small to tell. The photo does not let you see the thing clearly enough.

I agree, it's just a big moth or something, again it's one of those pictures that you cannot see properly.

it looks like a dung beetle, the legs hang when they fly and they have layered wings, the first layer is the hard shell and the 2nd is the clear wing underneath

It'll be a moth. It looks definitely like the UK if the houses are anything to go by and we don't tend to have dung beetles here, LOL.
