Could be military stuff, weather effects, meteors, planes etc. The problem is, a lot of people see something like some planes and because they don't know what it is they assume it must be aliens. I once saw a programme about some sightings in America. It was put to me as being "overwhelming evidence", mainly because the phenomenon had been seen by thousands of people in a particular city (can't remember which one but it was out west somewhere). When you saw these lights floating above a mountain, it did look convincing, an array of lights floating above and then disappearing behind a mountain. However it was proven to be military planes on maneouvres. Apparently it was no secret that these planes were there that night but everyone was so taken with them that they assumed they must be alien and no-one bothered to check until some time later. The "floating" effect was caused by perspective as the planes were moving away from the viewers, and down towards the airfield the other side of the mountain.
