Err perhaps its like the law on running over a dear or a pheasant? If you are the person who ran it over you must put it at the side of the road ;but if you see the deer get run over you are within the law to pick it up and make use of it(do not know if it still the same here but in the states and Canada it is

Well I'm assuming they found them with body parts, but couldn't actually link them to the murders. Don't know how they came up with attempted murder though, but they might have a very strange legal system in Burundi.
WHAT???? Are they going to claim that the Albinos offered themselves voluntarily? Maybe even did it themselves? Who did the investigation in the first place and how come they have 'insufficient' evidence? Okay ... I know I am not likely to get any answers here and now but I am absolutely disgusted!
