In Henley In Arden tonight there were a lot of 12/13/14 years old girls and boys about, quite a lot were openly smoking, not seeming to bother if they were seen.

It is a small village so someone must see them and tell there parents, do they bother?

Where parents? I'd have thought it more effective to call their parents Anyway, you witnessed this ... or so the OP would indicate ... why didn't you do anything?
