I can assure you the accusations are correct. There is no reason to make this up and is not unusual to take 20 years to get the courage to come forward. Justice is often hard to obtain when the victim is 'innocent until proven guilty'. The only way he got away with it, is that there was no proof after such a long time. He is definately guilty, no one knows the background.
